They have arrested a 54-year-old man on suspicion of double murder, although they are yet to name the second victim.
However, they have said the suspect and victims are known to each other.
According to a Facebook page set up seeking information about Hugo's whereabouts, he had last been seen walking down Canterbury High Street at 8.30pm on Friday night (27th January 2012).
Hugo had apparently been due to meet friends from the city's Simon Langton Boys' School in The Blind Dog pub, but had sent them a text saying he was leaving at 8pm - shortly before they arrived.
Hugo's body was found by police in Reed Pond yesterday (January 30th 2012), after reports that something had been seen floating in the water.
Police discovered the second body at the site near Tennyson Avenue at 10.20pm last night.
The police are appealing for anyone who was near Reed Pond, near Tennyson Avenue, between 5pm on Friday and 11am yesterday and saw anything unusual to get in touch on 01303 289600 or call Kent Crimestoppers anonymously on 0800 555111.
